Using on-chain measurements and a lightweight simulation, we analyze overall block-time distributions, block-time distributions restricted to adjacent equal-proposer pairs, and the frequency and local concentration of consecutive proposer runs. The results show that Osmosis exhibits a multimodal block-time distribution together with a much higher consecutive-run rate, whereas Cosmos Hub exhibits a more concentrated block-time distribution and a much lower consecutive-run rate. Although the longest observed run length is 3 in both chains, consecutive proposer behavior is organized differently over block height: Cosmos Hub exhibits rare but strongly localized bursts, whereas Osmosis exhibits more frequent and more broadly distributed runs. In both chains, block-time samples associated with adjacent equal-proposer pairs lie in delayed regimes relative to the main peak of the overall distribution, but the delayed regime is much broader in Osmosis. The lightweight simulation further suggests that a simple combination of re-round delays and heterogeneous communication latency can qualitatively reproduce multimodal block-time patterns similar to those observed in the data. Taken together, these results indicate that, in the two studied chains, consecutive proposer behavior is informative not only through its aggregate frequency but also through its local concentration pattern over height.
